The EHR councils represent each of the functional areas of the EHR system. Each council is responsible for reviewing and finalizing the design of nationally standardized clinical and business processes to be used after the new EHR is implemented. Council design work took place during eight workshops held from November 2018 to October 2019.

Of the more than 1,200 subject matter experts contributing to the councils, 60% were enlisted from the field to ensure input from practicing Veterans Health Administration providers and other staff. The remaining council participants come from the VA Central Office and provide organizational alignment.
