On Tuesday, Novevember 5, 2019, the Office of Information and Technology’s (OIT) Chief Financial Officer, Willie Gaddis, and the IT Resource Management (ITRM) Technology Business Management (TBM) team took home the overall excellence award at Apptio’s Technology Business Management Conference. OIT’s TBM model drives accountability and transparency, helping the Department of Veterans Affairs (VA) to be a better steward of taxpayer dollars and make better evidence-based decisions to improve the value and service delivery VA provides to its most important customers—Veterans.

Receiving the overall excellence award recognizes how VA put all of the pieces of TBM together with urgency, speed and quality, and proves the value of technology for VA. Along with excellent business alignment, IT optimization, and strategy and planning, TBM helps VA to reach the ultimate goal of making sure there are dollars in place to provide services to our Veterans. 

The Nation’s Veterans deserve the best IT services available. By launching the first version of the TBM tool in April, 2019, Mr. Gaddis and his team introduced a system that provides easier-to-understand data that equips IT leaders and business partners to collaborate on business-aligned decisions for improved services to Veterans. TBM gives VA the ability to understand and manage business better, which means VA can have better conversations and partnerships with Veterans.

In the last year, Mr. Gaddis and his TBM team’s hard work helped improve OIT’s already robust financial process, providing an unprecedented line of sight into cost and performance transparency. With this model, VA can better understand how resources contribute to outputs, find efficiencies, discover new opportunities, and align, train, and equip its employees to become more agile in an ever-changing technology environment.

The TBM team is currently working closely with its partners on TBM version 2.0, moving many current allocations to a consumption-based methodology to assist executives with business decisions. Mr. Gaddis shares that, “We are making TBM a household name within VA.” It is VA’s job and duty to understand IT spending. TBM allows VA to find the most efficient and innovative ways to deliver capabilities to improve the Veteran experience.
