Epic Title: 508.01 Compliance to Section 508 Technical Standards

Our solution will enable federal employees, Veterans and members of the general public with disabilities to have access to and use of government information and data that is comparable, to that of their nondisabled peers. Similarly, ICT that meets the Section 508 standards will enable members of the public with disabilities to find and use information and services provided by the VA.

In scope: Section 508 of the Rehabilitation Act Amendments of 1998 requires that when Federal agencies develop, procure, maintain, or use ICT, they shall ensure that the electronic and information technology allows federal employees with disabilities to have access to and use of information and data that is comparable to the access to and use of information and data by Federal employees who are not individuals with disabilities, unless an undue burden would be imposed on the agency.

Out of scope: Section 504 of the Rehabilitation Act of 1973 as amended Section 504 prohibits discrimination on the basis of disability under any program or activity receiving Federal financial assistance or under any program or activity conducted by any Executive agency.

Success criteria: You may view the revised 508 standards and 255 guidelines on the U.S. Access Board’s website. No electronic information and technology will be allowed to be deployed that has “critical” or “serious” compliance issues or defects present. Minimally acceptable conformance is defined as having no serious or critical defects. Full conformance is defined as having no defects, to include critical, serious, moderate, or minor.

Non-Functional Requirements: All ICT shall be 508 compliant by meeting the technical requirements for Section 508.

The intent of this success criterion is to ensure that all disabled users including those without vision, limited vision, without perception of color, without hearing, with limited hearing, without speech, with limited manipulation, with limited reach and strength and with limited language, cognitive and learning abilities can successfully use the functionality in the application and access all the content.

Description: As a disabled user, I want any new user interface component developed to be fully 508 compliant.
